Abstract

Abstract: 

The great explosion of information and communication technologies and the increasing use of the Internet have led to a huge digital revolution which has led to fundamental changes in all areas, in particular the structure of the economy, which has been affected by the revolution by establishing a new system, which is the digital economy, where all developing countries seek to integrate into it to bridge the digital gap between the developed world and the underdeveloped world, and even between individuals from the same country, to achieve continuous goals and sustainable growth in all sectors.

         In light of these circumstances, Algeria is developing strategies to harness the new (digital) economy to achieve sustainable development, which focuses on important economic, social, environmental, and technical dimensions to move the country forward and establish it on solid foundations in an attempt to bridge the digital divide and integrate into the digital economy. By focusing on the application of the digital economy, sustainable development is achieved in a shorter time and at the highest level.

          أدى الإنفجار الواسع في تكنولوجيا المعلومات والإتصال، وتنامي إستخدام الإنترنت لثورة رقمية هائلة أحدثت تغيرات جوهرية في جميع المجالات وخاصة هيكل الإقتصاد الذي تأثر بالثورة بإرساء نظام جديد وهو الإقتصاد الرقمي، حيث تسعى جميع الدول النامية للإندماج فيه من أجل تدارك الفجوة الرقمية بين العالم المتقدم والعالم المتخلف، وحتى بين أفراد البلد الواحد، وبهدف تحقيق نمو مستمر ومستدام في جميع القطاعات.

       في ظل هذه الظروف تضع الجزائر إستراتيجيات من أجل استغلال الإقتصاد الجديد (الرقمي) لتحقيق التنمية المستدامة والتي تركز على أبعاد إقتصادية واجتماعية وبيئية وتقنية مهمة للنهوض بالدولة وقيامها على أسس قوية في محاولة لتدارك الفجوة الرقمية والإندماج في الإقتصاد الرقمي. فبالتركيز على تطبيق الإقتصاد الرقمي تتحقق التنمية المستدامة في وقت أقل وبأرفع المستويات.

Abstract (Fr): 

          La grande explosion des technologies de l'information et de la communication et l'utilisation progressive de l’internet ont conduit à une énorme révolution numérique qui a entraîné des changements fondamentaux dans tous les domaines, en particulier la structure de l'économie, qui a été affectée par la révolution en établissant un nouveau système, qui est l'économie numérique, où tous les pays en développement cherchent à s'y intégrer pour combler le fossé numérique entre le monde développé et le monde sous-développé, et même entre les individus d'un même pays, afin d’atteindre des objectifs continus et une croissance durable dans tous secteurs.

          À la lumière de ces circonstances, l'Algérie développe des stratégies pour exploiter la nouvelle économie (numérique) pour parvenir à un développement durable, qui se concentre sur d'importantes dimensions économiques, sociales, environnementales et techniques pour faire avancer le pays et l'établir sur des bases solides dans une tentative combler la fracture numérique et s'intégrer dans l'économie numérique. En se concentrant sur l'application de l'économie numérique, le développement durable est atteint en un temps plus court et au plus haut niveau.
